Context<\/strong><\/p>\n

When we hear the name Stella Maris as a specific pastoral ministry of the Catholic Church and other Christian denominations, we immediately think of its mission to accompany and assist all those who work and live in connection with the sea: crews of commercial and cargo vessels, fishermen working for large companies and in artisanal fisheries, port workers, and others who are directly or indirectly connected to maritime activity.<\/p>\n

This is indeed true, as this Apostolate of the Church was established precisely to be close to those who work at sea, often under particular conditions of isolation, separation from their families, and prolonged absences from their places of origin. From its beginnings, Stella Maris has sought to offer them a welcoming and friendly presence, providing hospitality, a listening ear, assistance, and spiritual accompaniment.<\/p>\n

However, reducing Stella Maris exclusively to a pastoral ministry providing assistance to maritime workers would mean failing to understand the full richness of its mission. Behind every ship, every port, and every working day at sea are people, stories, families, hopes, and situations of vulnerability. Therefore, the mission of Stella Maris is not limited to providing concrete assistance, but also involves being present, listening, accompanying, and recognizing the dignity of every person, regardless of nationality, culture, religion, or social condition.<\/p>\n

\"\"<\/p>\n

Beginning of the Mission<\/strong><\/span><\/p>\n

We could consider September 2019<\/strong> as the starting point of our pastoral ministry in this area of mission, when we began establishing contact with the port authorities. The usual nature of our Scalabrinian mission at Stella Maris centers is to maintain direct contact with sailors, crews of commercial vessels, fishermen, and, in some cases, their families.<\/p>\n

For this reason, from the very beginning, we have sought to approach the relevant authorities so that they could assist, accompany, and authorize us to establish this close relationship with the people we serve. To achieve this purpose, we contacted Mr. Jorge C\u00e1ceres<\/strong>, General Manager of the Empresa Portuaria de Arica (EPA)<\/strong>, to help us move the process forward, particularly with the necessary procedures. EPA, as an arm of the government, sought to connect us with the Terminal Puerto Arica (TPA)<\/strong>, a private company responsible for managing operations at the port. It was at this point that we encountered difficulties in obtaining the required permission to enter the port facilities.<\/p>\n

In addition, we were unable to convince the shipping companies operating in Arica to allow us to make onboard visits, always under the justification of security concerns. Faced with this challenge and the negative response, we put the initiative on standby<\/em> until the long-awaited opportunity might arise.<\/p>\n

The Port Is a Key Point<\/strong><\/span><\/p>\n

From the beginning of this mission, we have also considered the need to accompany the many Bolivian truck drivers<\/strong> whom we encounter in Arica. Since Bolivia does not have sovereign access to the Pacific Ocean, it depends to a significant extent on the ports of neighboring countries for its import and export activities. In this context, the Port of Arica is one of Bolivia\u2019s main points of connection with international trade.<\/p>\n

This reality is also linked to the agreements established between the two neighboring countries, Bolivia and Chile. In particular, the 1904 Treaty of Peace and Friendship<\/strong>, signed after the War of the Pacific, established for Bolivia a regime of free transit through Chilean territory and access to Pacific ports. Since then, Arica has acquired particular importance for the transit of Bolivian goods and, consequently, for the many truck drivers who cross the border every day and remain in the city while carrying out their transportation activities.<\/p>\n

Behind this commercial and economic reality, we also find a deeply human reality: men and women who spend long periods away from their families, face demanding working conditions, and often remain in vulnerable situations while waiting for cargo, completing customs procedures, or waiting for their turn to continue their journey. It is precisely within this concrete reality that the pastoral presence of Stella Maris can find a privileged space for closeness, welcome, and accompaniment.<\/p>\n

Considering the importance of the port, both for commercial vessels and for Bolivian cargo truck drivers, we saw an opportunity to include these truck drivers within this type of pastoral service offered by Stella Maris. The following questions helped guide our reflection: What happens to the cargo carried by container ships when it arrives at the port? Doesn’t it have to be transported to some point or destination within the territory?<\/strong> Ultimately, we know that trucks are an extension of the ships, transporting their products to their final customers.<\/p>\n

From this perspective, we have come to understand that the mission of Stella Maris should not be understood exclusively as accompanying and assisting people at sea, but also as extending its pastoral care to specific groups of truck drivers, such as the Bolivian truck drivers. This is an integral pastoral ministry of the Church that we seek to carry forward, with its many challenges and opportunities.<\/p>\n

Closely Accompanying Truck Drivers<\/strong><\/span><\/p>\n

In Arica, there are what are known as \u201cdry ports.\u201d<\/strong> These are large warehouses and logistics yards where much of the cargo entering and leaving the country, especially cargo destined for or coming from Bolivia, is handled and prepared. The largest of these dry ports is the Antepuerto de Arica<\/strong>, administered by the Empresa Portuaria de Arica (EPA)<\/strong>, a government entity.<\/p>\n

It is the only place where truck drivers, mainly Bolivians, can enter without paying any fees, although they must have their trucks loaded. There are other facilities serving the same purpose, managed by associations or families, but truck drivers must pay for their stay. These facilities are located approximately 15 kilometers from the port<\/strong>, helping to prevent congestion in the city, which has a population of approximately 200,000 people.<\/p>\n

It is estimated that around 300 to 400 trucks pass through Arica each day<\/strong>. This is a significant number considering the size of the Port of Arica, which receives an average of 12 commercial vessels per week<\/strong>. Another important point is that some of the trucks found here also come from Iquique, meaning that they are only passing through.<\/p>\n

Throughout these years of accompanying them, we have maintained two weekly visits<\/strong> and celebrated Holy Eucharist<\/strong>, especially on special occasions throughout the year such as Christmas, Easter, and national holidays. We have also organized activities aimed at strengthening and improving their health and overall well-being, including workshops on food handling, first aid, and other areas such as psychosocial and emotional well-being, responsibility and road safety, among others.<\/p>\n

As part of these efforts, we have provided 200 first-aid kits, personal hygiene kits, and certificates of participation<\/strong> for those who have completed these workshops. Perhaps there is still much more we can do to provide them with greater support and assistance. This remains an ongoing task for us.<\/p>\n

Challenges and Hopes<\/strong><\/span><\/p>\n

To date, Stella Maris Arica does not have its own office<\/strong>. The Diocese provides us with a small space alongside other offices within the Caritas Social Pastoral Ministry<\/strong>. We also attempted to establish an office at the Antepuerto Dry Port in 2024<\/strong>, but the initiative did not last long. The truck drivers tended to gather in the first area where the offices and cargo loading and unloading information were located, while our office was in the third area, which was rarely used.<\/p>\n

When some truck drivers did come to that area, they did not remain there for long because they needed to stay close to the offices in order to receive updated information. Nevertheless, it was an attempt to draw closer to them and listen to their stories, achievements, challenges, and hopes.<\/p>\n

We would like to take this opportunity to express our gratitude to the managers and those responsible for each garage and parking area within these dry ports for their openness, collaboration, and support, always keeping in mind the overall well-being of each truck driver and the well-being of their families in Bolivia<\/strong>.<\/p>\n
