Reactive responses focused solely on managing migration flows are no longer sufficient to address increasingly complex and interconnected dynamics. Today, there is a pressing need for approaches that integrate international protection, human rights, social inclusion, sustainable development, and multilevel cooperation, always placing the human person at the center of decision-making.
From the Scalabrinian tradition and charism, migration is far more than an administrative or political issue. It is a privileged space for recognizing the inherent dignity of every person and for fostering a culture of encounter in response to the many forms of exclusion that exist today. The ethical quality of our societies is measured by the way we welcome, protect, promote, and integrate people on the move.
The coming years will be shaped by the convergence of three defining trends: increasing global uncertainty, the acceleration of technological transformation, and the need to strengthen ethical frameworks grounded in human dignity. In this context, socio-economic integration, digital literacy, access to decent work, and the ethical governance of artificial intelligence emerge as critical challenges to ensuring that no one is left behind.
