The Scalabrini International Migration Network (SIMN) welcomes the Executive Summary of the United Nations Secretary-General’s Report for the International Migration Review Forum 2026, reaffirming the importance of the Global Compact for Safe, Orderly and Regular Migration as a key framework for international cooperation. As a network that actively contributed to the development of the Compact, SIMN recognizes the progress achieved since 2018, while also underscoring the persistent gaps between commitments and their effective implementation, particularly in contexts shaped by political tensions and restrictive approaches.

The report highlights concerning global trends, including the rise in deaths and disappearances along migration routes, the lack of sufficient safe and regular pathways, and the ongoing vulnerability of women, children, and migrant workers. At the same time, it acknowledges progress in areas such as labor migration, skills recognition, and the integration of human mobility into climate policies. However, critical challenges remain, including the continued use of immigration detention, human trafficking, insufficient data systems, and the use of technologies that may pose risks to human rights.

In this context, SIMN echoes the Secretary-General’s call to expand rights-based regular pathways, eliminate labor exploitation, ensure safe and sustainable return and reintegration, and end the detention of migrant children. The second International Migration Review Forum represents a crucial opportunity to move from commitment to action by strengthening multilateral cooperation and advancing migration governance grounded in human dignity and evidence-based policies. SIMN reaffirms its commitment to working alongside the international community to promote just, humane, and effective migration policies that protect lives and foster integral human development.
